DEATH TO THE EMPRESS
This map is from the Dishonored 2 Official Guide.

DREADFUL WALE

-
Speak to Sokolov for the final briefing. Loot the lower decks, including a blueprint (1/2).
-
Go up to the bridge and speak to Meagan Foster... aka, Billie Lurk.Decide whether or not to forgive her.
-
If you decide to kill her, you earn the Special Action: Avenging Jessamine.
-
-
Pickpocket her Cabin Key. Go downstairs and open it: it's the locked door behind the blackboard. Read the book and get some loot, including two bonecharms (1-2/9).
-
Special Action: Captain's Quarters
-
-
The final display case with all the collectibles will look like this:
DUNWALL STREETS

-
Climb up and go right. Go around the warehouses. Loot the boat that's just ashore.
-
Go to the yard below the pub. Go upstairs and enter the pub via the rear door. Shop at the black market.
-
Exit via the front door. Sneak into the alley at right. Go upstairs. Jump on to the pipes as you did in the first level.
-
Go down to street level and sneak past the hounds, as in the picture below. Take the narrow dark alley at right.
-
The Boyle Estate across the road has some loot. You may skip it, but if you decide to do it, the best way in is via the courtyard where the old boarded-up house was (which is now a Hatter hideout, so stay clear of it).
-
Climb over the stacked crates and into the courtyard behind the Dunwall Courier. Speak to the civilian. Get the Common Key behind the whiskey bottles in the cabinet.
-
Enter the Dunwall Courier. Go upstairs. Loot the cabinets. Speak to the Journalist.
-
Go out on the balcony. Blink over to the next balcony and then up to the next. There is a witch in the building across the street: sleep-dart her from a distance, making sure that she does not fall to her death.
-
FAS. Return to the bridge where the rails end. Climb up on to the pipes and then on to the rails. Follow the rails to the end. Go down to the street and left. Enter the building at left. Climb to the top floor. Sleep-dart the witch from below before she sees you, as in the picture below.
-
ZRP. Distract the witch by shooting a bolt inside this building, and while she's investigating, quickly cross the street by using one of the beams that connect the buildings.
-
-
Once you cross the road via the beams, on the right (green arrow) is an apartment with loot and runes, while on the left (pink arrow) is the roof access to the old safe room.
-
Enter the apartment via the open window. Sneak behind the two Hatters. Push the barometer to reveal a hidden safe. Collect some loot, including two runes (1-2/5) on the Outsider Shrine (1/1). Exit the way you came.
-
Climb up to the roof and go right. Keep climbing until you reach the exit to the old safe room, which has now been sealed. Collect a bone charm (3/9) from a room inside the building.
-
Speak into the microphone on the roof. Two witches will appear. Jump down on the roofs and hide on the right.
-
Special Action: In the Coven's Wake
-
-
Return to street level. Opposite the building with the witch is Dr. Galvani's house, whose safe you looted in the first mission. Kill the white gravehound outside the door. Open the door and get out of the way to dodge the incoming bolts. Collect a blueprint (2/2) from inside. Inside the safe is a funny note by Dr. Galvani.
-
Return to the black market shop. Make your purchases, including the quiet walk/run upgrades. Leave via the back door and go into the workshop below. Climb up on the crates in the corner. Ignore the shopkeeper. Loot the store, including the Armory Key and a rune (3/5) if you're playing with powers.
-
Special Action: Black Market Heist
-
-
You can leave the Dunwall Streets via the armory or via the main door. Both lead to the Dunwall Canal, but from two different sides. The former is considerably easier and you don't miss out on any major loot, although the latter gives you a lot more backstory into the Overseers' assault on Dunwall Tower.

DUNWALL CANAL

-
Wade through the swamp and climb up the rocks on the right, as shown below:
-
Blink or climb across the road to the greenhouse. Sneak behind the four witches who are mixing paints. Get a bone charm (4/9) from a basket. Blink or climb up to the roof via the open solarium, or exit through the door.
-
Go back across the road, hang left, and climb up to the short tower via the pipes. Below are three witches by the fire with three gravehound skulls nearby. You can't sneak past, so use a Howling Bolt to blind the witches. While they're gone, climb on the walls behind them and continue walking until you reach a gazebo. Inspect Jessamine's grave.
-
Go over the wall and see a courtyard with three hound skulls. Shoot them all from afar. Get down and collect a painting (1/1) of Duke Luca Abele.
-
Drop down to the large pipe. Go all the way right and around the water lock, as in the picture below.
-
Climb up on the tower where two witches are talking. Get a bone charm (5/9) from a crate on the left.
-
Return to the gazebo and go straight. Go behind the witch's back and into the canal. Enter the pump room at left. While the two witches talk, collect a rune (4/5) from under the pipes at right.
-
Wade the canal in the opposite direction. A gravehound is guarding an open sewer pipe. Shoot it from a distance. Crawl through the sewer pipe and enter Dunwall Tower.
-
Climb up on the tower where two witches are talking. Get a bone charm (5/9) from a crate on the left.
-
Return to the gazebo and go straight. Ignore the witch standing by the entrance and climb up on the roof of the pump room. Drop down inside, and while the two witches talk, collect a rune (4/5) from under the pipes at right.
-
Wade the canal in the opposite direction, toward the tower. A gravehound is guarding an open sewer pipe. Shoot it from a distance. Crawl through the sewer pipe and enter Dunwall Tower.

DUNWALL TOWER
This map is from the Dishonored 2 Official Guide, with my own annotations added in.

Yellow circle: bone charm
Blue circle: secret room behind fireplace
Pink arrow: from sewer entrance to security room
Orange arrow: from security room to fireplace secret room
Green arrow: from fireplace secret room to throne room and Delilah

-
Climb up the chain. Read the note on the elevator about restoring power. Ignore the witches by the fireplace. Go right and climb into the main hall.
-
Snipe a gravehound, than grab the two bone charms (6-7/9) from the displayed corpse of the High Overseer.
-
Go through the side door at right. Enter the wooden pit and climb up up one floor into the kitchens. Climb or blink up on the vent shaft, avoiding the witches and the clockwork soldier.
-
Go down into what used to be the Royal Torturer's den and is now a security station. Get a rune (5/5) from the pipes running under the ceiling. Reactivate the power by plugging in the missing whale oil tank.
-
As soon as you do so, run to the low crate by exit and crouch there. One witch will walk by without seeing you, and the other will displace right beside you: if you stand in exactly the right spot, she won't see you either! See the picture below for the exact placement.
-
-
Return upstairs to the hallway being patrolled by the clockwork soldier. Go straight, walk past the main staircase, and go down another hallway. Enter the chapel.
-
Read the recipe to learn about corrupt runes. Gather some dried algae, a human bone, and a pigment, and then craft a Corrupt Rune on the altar.
-
Blink or climb up to the chapel's second floor via the tree. Follow the hallway right to a room with Delilah's statue. Blink up to the overhead passage that connects to the next room over, whose door is boarded up by a bookcase.
-
FAS. Stand in the corner by the plant. Keep jumping until you reach the ledge. Exploiting this "jump hack" is the only way to get to this ledge without powers, and unfortunately it's frustrating as hell.
-
-
Speak to the trapped civilian and collect a bone charm (8/9) in this room, then leave the way you came.
-
Return to the chapel second floor and go the other way (left when exiting the chapel). Shoot the witch standing by the fireplace with a stinging bolt to make her run away. Sneak behind the furniture at left. Snipe the hounds at the end of the hallway, starting with the one in the back so that no bodies are found.
-
To visit Corvo's chambers, continue down this hallway and go right.
-
Special Action: Heart of the Tower
-
-
Along this hallway, in a room on the right, is another bone charm (9/9) guarded by a witch.
-
Activate the lamp on the wall to open the secret passage in the fireplace, as shown in the picture below.
-
Loot Jessamine's secret room. Open the passage on the wall with the Signet Ring: you'll come out in Emily's safe room near the throne room.

THRONE ROOM

-
See Ramsey turned to stone in the safe room. Go downstairs to the throne room.
-
Delilah will be either painting or sitting on the throne. Three are three gravehounds. Ignore them all and use the Heart on Delilah by leaning out.
-
Follow her into the painting. Go down on the right and all the way behind the large rock. Climb up via until you reach a ledge right above where you entered the painting: Delilah is here.
-
Choke her and bring her back to the throne room. Use the Corrupted Rune on the throne. Place her on the throne to lock her in her painting forever.
-
Special Action: World As It Should Be.
-
-
There are four possible endings, depending on who you're playing as and what you choose to do:
-
Play as Emily, save Corvo, take the throne. Special Action: Saving Your Father
-
Play as Corvo, save Emily, let her take the throne. Special Action: Saving Your Daughter
-
Play as Emily, leave Corvo trapped in stone, take the throne. Special Action: Your Father is Safe
-
Play as Corvo, leave Emily trapped in stone, take the throne. Special Action: Your Daughter is Safe
-
for the latter two to be available, your chaos level must be very high
