Sneak up to the roof before the guards, then back down to the sea. Swim or walk to a misplaced rune (1/7).​ Now you can acquire Bend Time I, which is a huge advantage in this level if you're playing with powers.​

Climb up to the vent, then to the roof of the guard post, and then to the top of the building. Cross the wall of light.

Don't to go Treaver's Close yet. Instead, blink up to the highest possible roof that's accessible from here, via the vent shaft and the balcony, as shown below:

Cross the road via the vent, then climb down a few shafts and balconies till you reach the captain's post. Sneak behind the guard on the balcony and the one who may walk in (or stun both and hide them in the bathroom).

Get the ingots from the safe. There's loot downstairs too, with up to two guards that you may stun or avoid.

From the captain's post, walk across the roof to the other building, then jump across to the building on the right.

Jump all the way up to a balcony above the billboard. Inside, find some loot and a bone charm (1/5).

Go back down to the roof below the billboard. On your left, on the side of the road opposite the captain's post, is a balcony with a closed double door. Jump to it. Inside, find another bone charm (2/5) and read Granny's Recipe.

Follow the vent shaft to the Hatters house. The Legal District Key is on the second floor. There is moderate loot here, but also several patrols. I suggest just getting the key and leaving.

Go to the small courtyard full of Hatters. Blink up to the broken bathtub on the right wall, then blink inside the dark room to avoid triggering the tripwire. Disarm the two launchers.

ZRP. You can jump and shimmy across the walls; or get down and back up while the Hatters aren't looking.

See two Hatters hiding on the roof while another intimidates Thalia below. Wait for the two to move, then sleep-dart them both (starting with the rear one so that the other doesn't see).

if they don't move, distract them with a bolt and wait for them to disperse.​

ZRP. These nonlethal takedowns are necessary to advance the story.

When the Hatters are done, get down and stun the third Hatter. Speak to Thalia. Follow the marker to the legal district. Along the way, drop down to the sea level via the chain for a rune (2/7) hidden in a warehouse.​

Legal District and Timsh Estate

Jump up to the apartment on the right and enter via the balcony. Collect a bone charm (3/5). Speak to Roland downstairs to acquire the nonlethal option for eliminating Timsh.

Jump or Blink to the nearby roof. Go across the road to behind the billboard. Speak to Billie and get the supplies, including the Basement Key.

Back across again. Enter the abandoned apartment through the window and find a rune (3/7) behind the painting. Here you also find Roland's Document and the Apartment 10 Key.

Continue across the balconies to Apartment 10. Watch out for guards who may be standing on the second or third floor balconies of Timsh Estate, because they may spot you through the glass windows.

Inside Apartment 10, get the Odorous Sack. Move the cabinet to find a rune (4/7) on an Outsider Shrine (1/1).

Timsh may be in the lobby on the first floor, in his office on the second floor, or in his bedroom on the third floor. Wherever he is, I recommend that the first thing you do is draw him out of the house with the odorous sack: this will bring him to the lobby if he isn't there already.

Jump down to street level, go left, and enter the basement via the kitchens. Avoid the maids, collect a bone charm (4/5), and place the odorous sack in the air circulator.

Use the dumbwaiter to go up one floor. Wherever Timsh was, he will go down to the main entrance to evacuate the building. From the dumbwaiter, go right and toward the exit, blinking across the open space so that the two guests talking in the foyer don't see you.

ZRP. Jumping across the open space, for some reason, makes you invisible long enough to not be detected!

When Timsh is standing by the main door, use Bend Time, then Blink as close to him as possible and press the action key. This will simultaneously switch the documents in his pocket and collect the Timsh Estate Key.

ZRP. This is extremely tricky without powers. The trick is to get as close as possible to Timsh but without activating the cutscene when he walks outside. If you move slowly, you'll make it to the hallway corner, close enough to be able to see Timsh and the bodyguard by leaning over. Sneak to him, press the action key to do the switch, and quickly sneak backwards. It takes a few tries, because you're likely to bump into the bodyguard... but it's definitely doable with a little practice!

If you wish, go outside through the basement to witness the arrest. Either way, Timsh still gets arrested.

On the first floor are two sets of legal offices, one on each side of the main foyer. On one side is a rune (5/7) in one of Timsh's chests. On the other side, draw the card "The World" from the tarot deck, which you'll need later.

On the second floor, get Timsh's Will from the chest in his office and collect a lot of loot. Even if you stunned all the guards before, new ones have arrived, but substantially fewer.
-
ZRP. This, too, is extremely tricky to do without powers and without nonlethal takedowns. The usual method of shooting a bolt outside the room and quickly steal what you can while they look away is still your best best. I recommend you use the dumbwaiter to get here, as it exits near two small closets where you can stay hidden.

- On the third floor, raid some loot, speak to the statue of "Delilah," and get a rune (6/7). Also raid one of Timsh's chests in his bedroom.

Exit the building from the third floor balcony and jump to Apartment 10 across the street. Place the tarot card on the Outsider Shrine and bleed on it. Collect the Bloody Card.

Return to the estate third floor. Place the card on the fireplace inside Timsh's bedroom antechamber, and collect the final rune (7/7).

Now you can acquire Bend Time II, which can be useful in the next mission.

Again leave via the third-floor balcony. Make your way to the opposite side of the plaza, either by blinking across the lamps or on foot via the low road under the arches. On the street, at the extreme upper left of the map looking from Timsh Estate, is the last bone charm (5/5).

Go back the way you came. Three new guards have been summoned to the Legal District. Sneak around them. Alternatively, you can exit from Apartment 10, whose secondary door puts you near Treaver's Close.

Go all the way back to the start of the level. Speak to Thalia on the shore and exit the level.
